If it truly is a Rem 1901 (post 1898, i.e., not a relic) and barrel is not at least 16", I would do some serious investigation before I made a stock for that gun. Right now it is a pistol and legal. I don't no whether that would be the case with the stock.

348 in California is a tough road to travel as I'm sure you have found out. North Fork does list a 348 CPS (cup point solid). I have no experience with this bullet. Just pointing it out. Glad the 133 worked out for you in the 405. I really liked the VV powders. 130 is an excellent powder in the 45-70 also. It gave me near max velocities (350gr) but at very low pressures. I would also prefer solid for the same reason you mention. You'll have to talk to Griff about the nearly religious fascination with lightening everything inside "cowboy" guns to speed up their game. I don't walk with that crowd.

As I'm sure you know, after the change to inside lubricated, the bullet was a .386. Whether the sizer die will squish things down enough to hold a .378 bullet will be interesting. I doubt that she walked very far with that load. Having hauled a few elk heads with cape, skull, and horns on I'd say you're looking at 150 up to near 200# depending how well the neck meat was cleaned off.
